This is just a continuation of bug #1680844 in budgie-remix "Add a nice
grub theme" from a year ago.

It was thought of as a good idea, but after some discussion, it was
decided that Dharma, the beautiful Chakra Project GRUB theme, was too
restrictive, and thus,  could not be used.

Now, nearly a year later, I've found something. KDE Neon's default grub
theme is simple, provides basic usage instructions, is already packaged
for Ubuntu, and most importantly, is licensed under GPL.
