[Bug 1760103] [NEW] Panel and settings icons misconfigured

Public bug reported:

The notifications icon in the top panel shows a questions mark,
independently of the chosen icon theme or desktop theme. Same happens in
the notifications area and in the Top Panel tab in the budgie settings
application.

System wide the icons change correspondingly when choosing a new theme,
but the notification icon, the notification icon in the side panel and
some icons in the Budgie settings app do not change anymore.

Problem started a couple of days ago, when I was trying out new themes.
I run system updates once in a week, or more often.

I am using Ubuntu 17.10 with Budgie installed separately on top of it.
