[Bug 1811482] [NEW] "Maximize" overlaps with top panel

Public bug reported:

This bug occurs whenever the top edge of the "primary" display is not
the same as the top edge of all displays. For example, if there is a
display above the primary display in a 3+1 configuration, or if the
primary display is in a horizontal configuration while a display next to
it is in a vertical configuration. Attached screenshot shows my
configuration.

In this configuration, when maximizing certain apps, the top bar of the
app is either hidden, or covered by the top panel. I believe it is
covered by the top panel. Example shows this happening with Chrome
(which has tabs on the top bar), however, it also happens with file
browser, terminal, etc. Note the absence of Chrome browser tabs in
attached screenshot #1, because monitor #1 extends above the primary
monitor. Note correct "maximize" behavior in screenshot #2.

Reverting to a "normal" display layout fixes this issue.
