Public bug reported:

After booting the live session of Ubuntu Budgie 21.04 Beta and choosing
the Portuguese Language, gnome settings stays in English and the
keyboard as well, after seeking the regional settings on gnome settings
its not possible to change to another language different from English.

This test was done using the live iso daily-live/20210406/ on a virtual
machine using virtual manager.
