Cool, I've updated based on your comments, so that it works like this:
+ If changes to xmloutput aren't needed, then you don't need to
check it out, the fetch-plugins script will fetch an
appropriate one from Launchpad, and the tests will find it.
+ If changes to xmloutput are needed, either changing yourself or
someone already did, then you have to check it out next to
bzr-java-lib, it will find it and use it.
+ If you have other needs, then set BZR_PLUGIN_PATH and it will
used that.
