It doesn't vary by OS version, though some specific features of MSI
might have dependencies that are not available on a brand new install
of XP with no Service Packs installed. I would bet that none of those
features would be useful for us though.

Generally MSI is preferred by Windows Sys Admins because there are
extra features in the platform itself that allow for greater control,
like for example 'blessing' an installer so that non-admin users can
install it with admin privileges [1], network-wide installs and
updates, Group Policy controls, etc.
