Yes, I'm pretty sure I suggested something like that in passing a few
weeks back. IIRC, I was thinking of a bazaar.conf list setting called
disabled-plugins. Either that or a PLUGINS section with foo=disabled
settings within it.
UI-wise, I don't mind either way, given I'm looking to wrap the facility
within a qplugins applet anyway. :-)
