TortoiseBZR 0.3 is now RC

Hi all.

I'm now preparing TortoiseBZR 0.3.
Now lp:tortoisebzr is 0.3rc1

This release is only for one feature. (see
https://bugs.launchpad.net/tortoisebzr/+bug/363885)

I want to this version is included in bzr-2.0 installer.
But I can't build TortoiseBZR and Windows Installer myself.

Could someone try building TBZR 0.3rc1 and Installer?
