It's time to plan the 2.1 Windows installer feature set

We're not far away from bzr 2.1rc1 which means we're not far away from
Bazaar 2.1. What improvements, if any, do we want in the Windows installer?

Here are some ideas to discuss:

1. Move to Python 2.6 or stick with 2.5?

2. Add more plugins: bzr-git, bzr-hg, fastimport, automirror,
   pipeline, loom, others?

3. Better location for 'start bzr in command shell'?

4. Any tweaks for nicer Windows 7 support?

Can someone please volunteer to own this debate and pull the changes
together?
