Public bug reported:

First create a new database with the minimal profile.
Then add the module "label".
Then select "Partners->Partners" and under the "Action" command select "Label Partner".
On the popup window, select a label type, e.g. the first (2160_1), and fill in the fields, e.g. 0 for the offsets and a font type and size.
Then click "Create Labels".
The window disappears but nothing is created.

The server and addons are up to date.
