Steps to reproduce:
 1) Navigate to Administration > Customization > Reporting > Dashboard Definition

Expected behaviour:
  A "New" button to the right of the Dashboard table heading, allowing me to create a new Dashboard, as with many other views.

Actual behaviour:
  Have to use the non-obvious method of clicking on the Form button to create a new Dashboard.
