Ok, I'll give an example:

Go on Project / Project / Projects and create a new one
(name="Developments on OpenERP", Parent=Sales / Services / OpenERP
(Analytic account of type View)) with a Customer (that complete
automatically the Invoice Address and Sale Pricelist fields)

Login with an employee

Go to Human Resources / Time Tracking / Working Hours

Click on New

Insert the followings informations:
- Description: Specifics Developments
- Product: let the product linked with the employee
- UoM: Hour
- Quantity: 2.00
- Analytic Account: Sales / Services / OpenERP / Developments on OpenERP
- Type of Invoicing: Yes (100%)

Save

Open the Bill Tasks Works formular (Accounting / Periodical Processing /
Billing / Bill Tasks Works)

Select the task previously created (Specifics Developments)

Click on Action, and then Create Invoices

Open the Invoice and click on the Validate button

Look at the Chart of Analytic Accounts (Accounting / Charts / Chart of
Analytic Accounts)

Unroll the analytic accounts to see the project Developments on OpenERP

Look at the Quantity:it is marked 4, but we entered only 2 hours

If we open the analytic entries, we can see that it's because there is
an analytic entry to count the hours entered (Description="Specifics
Developments") and an analytic entry to count the hours invoiced
(description=product name). I think that's very impractical, because we
can't see a right count of hours passed on this project, or on parent
projects (time passed on OpenERP, on Services or on Sales).

It would be a way to say if we don't want to manage the sale costs. For
example, the hours wouldn't be counted in the analytic account when
entered if they don't have an amount or a general account (still
obligatory).

Status in OpenObject Addons Modules: Incomplete

Bug description:
1) Steps to reproduce the issue you have observed-

- Create analytics account as projects
- Enter hours in these projects (with an amount of 0)
- Invoice these hours

2) The result you observed

When you look the chart of analytic accounts, the hours are counted as double: once when entered and once when invoiced. This may be practice when we want to count the sales costs, but not if we only want look at the turnover (we cannot see a correct hours count by project).

3) The result you expected

It would be a way to set we don't want to count the hours costs. For example, the hours wouldn't be counted when entered if they don't have an amount or a general account (still obligatory).
