[Bug 677355] [NEW] Hours counted as double in analytic account

Public bug reported:

1) Steps to reproduce the issue you have observed-

- Create analytics account as projects
- Enter hours in these projects (with an amount of 0)
- Invoice these hours

2) The result you observed

When you look the chart of analytic accounts, the hours are counted as
double: once when entered and once when invoiced. This may be practice
when we want to count the sales costs, but not if we only want look at
the turnover (we cannot see a correct hours count by project).

3) The result you expected

It would be a way to set we don't want to count the hours costs. For
example, the hours wouldn't be counted when entered if they don't have
an amount or a general account (still obligatory).

4) The platform you are using

OpenERP Client Windows
OpenERP Server Linux

5) The OpenERP version you are using

V6.0 RC1

** Affects: openobject-addons
     Importance: Undecided
         Status: New
