in claim form view (from Sales / After Sale Services / Claims) the Stage
field (stage_id) is linked to the Sales team field. if a sales team
isn't chosen, the m2o is empty. So the arrow (which allows to change the
stage) should have same behavior, if the sales team isn't chosen, no
stages;
