  In hr contract, shouldn't be able to enter an end date lower than a start date

Bug description:
  hr_contract

In Human Resources/Human Resources/Contracts, I'm able to  save a contract with a start date posterior to the end date. I shouldn't. 

add an error message if the Start date > end date
