Yes, translations are like any other module data and are not loaded until the module is installed. And of course the translation of a module's description is part of the module's translations, not part of 'base'.
Note that this is not a big issue usually, as you don't really need to access the list of modules to install them, but should use the configuration wizards instead, which are correctly translated.

It is also better to install a module before generating the technical
guide, as module introspection only works for installed modules (i.e
otherwise you won't see the list of objects, views, menus, etc.)

Bug description:
  The report 'Technical guide' on ir.module.module isn't translated. I'm
  in French, but when I print this report, this report is in English.
