[Bug 716541] [NEW] Cannot save Project if Customer is assigned, but "Invoice task Work" is not set

Public bug reported:

Cannot save a new Project, when Invoice on Timesheet for Projects is
used in certain conditions.

When creating a new Project, a field "Invoice Task Work" in Billing section becomes obligatory if Customer is assigned to Project.
What is not acceptable, because removes functionality- filter button "To Invoice" becomes useless if Partner is defined for analytic account/project. Also leads to inconsistency (cannot save imported project, if opened), because it is possible to import Projects via csv defining "Partner", but not defining "Invoice task Work" field e.g.

"name","partner_id.id","company_id.id","parent_id.id"
"Sample Project",5,1,1

** Affects: openobject-addons
     Importance: Undecided
         Status: New
