I have to admit, it seems not to be the case always,
may be it's read only if the partner is read only 
for now I can not reproduce it

nevertheless it's a pain that the window has to be enlarged manually all
the time to see the full content

  [6.0] horizintal  scrolling of m2o popups must not be read only

Status in OpenERP GTK Client:
  Incomplete

Bug description:
  pop up windows show a hotizintal scroll bar but this widget is read only
  workaround: the window must be enlarged to see the content

  nevertheless I suggest to put some intelligence in the client to create popups which are automatically wide enough to avoid horizontal scroll bars - 
  please think about user friendlyness
