I am wrong. "tools.csrf.on = True/False" in conf file don't cencern to the problem.
But 2 follows things are sure:
1. Everything is OK after resetting open web server. But the problem re-appears after some hours using.
2. It is not only the popup list of access groups but also all choosing popup list.

Title:
  List access group not visible when create user

Status in OpenERP Modules (addons):
  Invalid

Bug description:
  I have installed two environnements with same modules :
  1: with demo data
  2: without demo data

  With the second installation, when i create a user, and want to add
  access, in the access group list (click add), i show only
  "administration / configuration" in the popup list.

  This case is only with web client, with the client i show the complete
  default list of access group.

  My configuration is : Switzerland with CHF money. Modules installed :
  CRM, Project, Invoice, Sales manage, Knowledge, RH, Marketing,
  Advanced Report
