Public bug reported:

I have installed two environnements with same modules :
1: with demo data
2: without demo data

With the second installation, when i create a user, and want to add
access, in the access group list (click add), i show only
"administration / configuration" in the popup list.

This case is only with web client, with the client i show the complete
default list of access group.

My configuration is : Switzerland with CHF money. Modules installed :
CRM, Project, Invoice, Sales manage, Knowledge, RH, Marketing, Advanced
