bic is mandatory to choose the correct bank form tree view according to the written info on invoices
city is for comfort

Bug description:
  partner - bank
  1) BIC must be displayed in the bank list - BIC is mandatory (but not enforced) for European electronic payment 

  2) bic (or code) should  be alternate search criteria - especially
  code was a short and  unique identifier
