Hello,
We have checked the scenario in latest trunk addons and it seems working fine.
the mentioned  revno 3391 is of server, can you provide your revno of addons,
also, it seems your trunk branches are not updated as the revno is of more than 15 days back,
Can you please update it and check it with the latest code,

  [PS] Regression in the procurement management

Status in OpenERP Modules (addons):
  Incomplete

Bug description:
  trunk, revno 3391

  * One product, MTS, buy, one supplier, real stock of 5PCE
  * Define a minimum stock rule for this product in Stock, min = 5 PCE max = 20PCE
  * Sell this product for a quantity of 60PCE
  * Run the scheduler

  Obtained Result : a procurement exception 'not enough' stock is
  generated but no RFQ is created

  Expected Result : a procurement exception and a RFQ are generated

  SAME PROBLEM WITH PRODUCT MTO AND/OR TO BE PRODUCED
