Hello,

I have checked your issue.
You are right currently "qty multiple" field is a integer so it is not managed for some UOM if we want to give multiple of 0.5.

But If we makes this field as a float then it may be creates some
confusion for some UOM and the multiple means it is like a always
integer.

That's why in this issue makes some confusion.

So currently I am set it as a "Opinion" because we need a more
discussion on it.

Please participate stock experts in this bug because we need a
discussion on it.

Bug description:
  Minimum stock order point rules have quantity multiplier for purchase and it is an integer. For some unit of measure (kg, tonne etc.) this is not enough and prohibits usage of stock replenishment by 0.5 tonne for instance. 
  Workaround : use a different uom from the same category which is a fraction of the main unit.
