[Bug 813508] [NEW] UoM ratio for non reference UoM

Public bug reported:

When you define a new UoM, you should choose if this new UoM is the reference, bigger or smaller than the reference. The issue is when you define a bigger/smaller UoM : you can define a ratio smaller than 1.00 for a bigger UoM and bigger than 1.00 for a smaller UoM.
Are you agree with me if I say that the ratio for a smaller UoM should be smaller than 1.00 and bigger than 1.00 only when the UoM is defined as a bigger UoM ?

** Affects: openobject-addons
     Importance: Undecided
         Status: New
