patch for IBAN

* group IBAN by 4 digits as suggested

it is very important to enhance data entry and visual control on the screen - users struggle to "read"  arbitrary 15-30 (Kuwait) character strings on the screen (neither on paper)

obvioulsy the bank modules have to remove the blanks again.

* display bank name next to IBAN (get_name)

  account - partner - bank details - bank must search for code OR BIC Or

Bug description:
  partner - bank
  1) BIC must be displayed in the bank list - BIC is mandatory (but not enforced) for European electronic payment 

  2) bic (or code) should  be alternate search criteria - especially
  code was a short and  unique identifier
