Hello Kevin Mcmenamin,

Yes I am agree with you regarding the users linking with partner and
employee as a mandatory.  Again this field is not a require field but
time sheet issue it requires a user linking.

for now It needed lot of changes regarding the improvement what you suggested in bug specification.
currently I can consider this issue as opinion because this needs more clarification.

You can post this issue on feedback.openerp.com also, Our quality team
members will definatly review this.

@Experts: Would you please provide us your precious inputs regarding
this.

  Employees not users

Bug description:
  There seems to be a common theme that in referencing lists of
  employees the list used is the res.users list (I have logged a bug for
  timesheets but same problem with linking a salesperson to a partner).
  Employees are not necessarily users, so this logic is not correct.
  Even worse my client will be creating sub-contractors as pseudo-
  employees so they can be allocated tasks - this means they will need
  to be set up as users as well, making the actual number of users
  totally divorced from the set up.
