Public bug reported:

There seems to be a common theme that in referencing lists of employees
the list used is the res.users list (I have logged a bug for timesheets
but same problem with linking a salesperson to a partner). Employees are
not necessarily users, so this logic is not correct. Even worse my
client will be creating sub-contractors as pseudo-employees so they can
be allocated tasks - this means they will need to be set up as users as
well, making the actual number of users totally divorced from the set
up.
