I am agree with you regarding the field uncertain behaviour due to allowance.
As per my opinion this one2many field should be converted in to read only when the 
MO state in not 'Draft'.

I am confirming this issue.

Title:
  delete a product in manufacturing order

Status in OpenERP Addons (modules):
  Confirmed

Bug description:
  Generate a MO from a SO - attempt to delete a line from Products to
  Consume while status = "waiting for goods" (which is the initial
  status created in my instance). Allows the line to be deleted, but
  when production commences gives the error “can only delete draft
  moves” and recreates the product line. Note that I can double-click on
  the line and change the product to another product. Tried setting to 0
  but the consume pop-up box requires a qty > 0.
