We are now using vatnumber library of python (Thanks to Cedric Krier)
for validation of vat numbers. So i am closing bug.

Title:
  VAT Verification for South Africa

Status in OpenERP Addons (modules):
  Fix Released

Bug description:
  This is not an actual bug, but I'n not sure where to submit this.

  The current (RC2) code base does not cater for South African VAT
  numbers.

  I've attached the modified base_vat file with the included same for
  country code za and the validation.
