This is normal if you reset the applicant document you should be able to
create the employee again

  Duplicated employee creation

Bug description:
  When an applicant is hired, he is recorded as an employee. Then, in the applicant form, it is possible to click the button reset to new.
  If the button hire is used with the same applicant form, a second employee record is created for the employee.
