Hello Dr.Ferdinand,

Yes, It should be but it's depend on height and width of the field. In
your given example state field is last  in pupup so scrollbar is show. I
have also see in invoice and PO popup as expected. would you please see
attached video.

  pop up  windows should try to have no scrollbars

  Incomplete

Bug description:
  IMHO pop up windows should not have scrollbars if enough space is available 
  does it work with min-height / min-width ?
