Public bug reported:

When Cairo Dock is hidden you can inadvertently drag icons onto the dock
by moving them around to the bottom of the desktop.  I would expect that
Cairo Dock must be first unhidden before icons can be moved to it but
the space at the bottom of the desktop seems reserved for Cairo Dock
even when the dock is hidden.
