I have expressed me wrongly I think. I mean when a USB drive is plugged in the PC cairo-dock is shown above all windows ...., 
so with dock I mean cairo-dock.

My visibility option is keep the dock below windows.

Status in Cairo-Dock : Plug-ins: New

Bug description:
When USB drive is connected to the system dock is shown above all windows, status tooltip is shown above shortcuts icon saying new drive is connected, after the tooltips disappear dock stays above all windows instead of staying below all windows like it is set up in the settings. I use cairo dock version 2.1.3-9 on ubuntu 9.10 32bits with OpenGL activated.
