Yes, this is the option associated with sub-menus.

At the moment, neither do I. :-?

It's inconsistent. Here's what I just did to reproduce it:

FF on Workpace 1
Chrome on Workplace 2

Switch workplaces, back and forth, by using the FF and Chrome icons on
Cairo Dock, then press the "Show Desktop" icon. It's not consistent, but
I can produce the behavior.

This may be to finicky to bother with?

Bug description:
  This is a minor quibble.

  When "Appear on Click" is chosen, the "Show Desktop" icon (unlike the
  launchers) no longer responds to a single click, but behaves like the
  sub-menus, requiring two clicks.
