When installing Skype on Quantal 64bit, apt-get can't find the skype-bin
package.

Users get the following output:

It seems to be a packaging problem, as skype-bin is not present the
'http://archive.canonical.com/dists/quantal/partner/binary-
amd64/Packages.bz2' archive.
