[Bug 1452488] [NEW] Use Chrome OS version of Pepper Flash

Public bug reported:

The Chrome OS version of the Pepper Flash provides DRM (needed by things
such as Amazon Instant Video and Acorn TV), whereas the one included
with Chrome by default (and provided by this package at "/usr/lib/adobe-
flashplugin/libpepflashplayer.so") does not provide DRM (Chrome itself
relies on DRMs provided via other methods.)

It would be nice if the Pepper Flash Chrome OS version would be used,
because it is more functional. It has no more licensing problems than
the currently used version.

** Affects: adobe-flashplugin (Ubuntu)
     Importance: Undecided
         Status: New
