[Bug 1993559] [NEW] testcase for OEM doesn't match the 22.10 boot process

Public bug reported:

When booting the ISO image from an USB drive in a laptop, both in BIOS
and UEFI mode, only a text-mode screen, GRUB style, appears with the
options to try ubuntu, to install directly, or to OEM install; but no
graphical menu where to choose the language.
