Title:
  openstack instances can't access images.linuxcontainers.org

Status in ubuntu-kernel-tests:
  Fix Released

Bug description:
  It was seen during the 2023.03.20 cycle that tests trying to access
  LXC images from https://images.linuxcontainers.org will fail with
  something similar to:

  ERROR: Failed to download
  https://images.linuxcontainers.org//images/ubuntu/xenial/amd64/default/20230417_07:42//rootfs.tar.xz

  It was debugged on a testing OpenStack instance and the issue points
  to some network/firewall restrictions:

  Trying 45.45.148.8:443...
  * TCP_NODELAY set
  *   Trying 2602:fc62:a:1::8:443...
  * TCP_NODELAY set
  * Immediate connect fail for 2602:fc62:a:1::8: Network is unreachable
