Fixed by adding rule to Canonical IS Internal Proxy Configs

Bug description:
  Issue found on F-lowlatency-hwe-5.15.0-48.54~20.04.1 with node
  starmie-kernel and howzit-kernel

  When trying to download the image index, this api_test.py failed with:
    ERROR: Failed to download https://images.linuxcontainers.org//meta/1.0/index-system

  Test log:
   Running 'python3 /usr/share/doc/python3-lxc/examples/api_test.py'
   Downloading the image index
   ERROR: Failed to download https://images.linuxcontainers.org//meta/1.0/index-system
   Getting instance for '25da5f0c-2a49-11ed-b7dc-dbed5db3b797'
   Creating rootfs using 'download', arch=arm64
   Traceback (most recent call last):
     File "/usr/share/doc/python3-lxc/examples/api_test.py", line 72, in 
       assert(container.defined)
   AssertionError

  
  Cross-checked on node dazzle in kernel team bare-metal MAAS and this issue does not exist. So it looks like a firewall issue to me.
