[Bug 2028801] [NEW] test running and queued says its queued

Public bug reported:

I was testing the new feature of autopkgtest-web which checks if a test
is already queued or running and received a message that the test is
'already queued', when the test was in fact queued and running (I
checked both json files my looking at one of the web servers at the
time).

Looking at the code I would have expected to receive the "already
running" message. Maybe the running.json was out of date on one server?

While this can be somewhat confusing to the end user I don't think it is
a high priority to fix as the duplicate request is still not getting
queued.

** Affects: auto-package-testing
     Importance: Medium
         Status: New
