[Bug 2028801] Re: test running and queued rejection says its queued
So, the logic surrounding this means that over time as the new changes
start to have coverage of the whole queue and running tests (i.e. when
all the currently running tests have stopped and fresh ones have
started) this situation SHOULD be impossible. You should never be able
to have the same test in the queue and whilst running.
But yes, this could also be due to one of the json files being not up to
date. Let's monitor this and see if there's any changes

Bug description:
I was testing the new feature of autopkgtest-web which checks if a
test is already queued or running and received a message that the test
is 'already queued', when the test was in fact queued and running (I
checked both json files my looking at one of the web servers at the
time).
Looking at the code I would have expected to receive the "already
running" message. Maybe the running.json was out of date on one
server?
While this can be somewhat confusing to the end user I don't think it
is a high priority to fix as the duplicate request is still not
getting queued.
