  udpgro.sh / udpgro_bench.sh / veth.sh in net from
  ubuntu_kernel_selftests failed with "Missing xdp_dummy helper. Build

Bug description:
  Issue caused by bug 1919122, bpf failed to build.

  With net test keep running without bpf [1], this is now causing issue
  to udpgro.sh and udpgro_bench.sh

   # selftests: net: udpgro_bench.sh
   # Missing xdp_dummy helper. Build bpf selftest first
   not ok 23 selftests: net: udpgro_bench.sh # exit=255
   # selftests: net: udpgro.sh
   # Missing xdp_dummy helper. Build bpf selftest first
   not ok 24 selftests: net: udpgro.sh # exit=255
