[Bug 2037755] [NEW] should not allow trigger=migration-reference/0 + all-proposed=1

Public bug reported:

https://bugs.launchpad.net/ubuntu/+source/libsoup3/+bug/2036444 was
filed to manually track a regression in the autopkgtests of libsoup3 on
s390x.

It had to be filed manually because a wrongly submitted autopkgtest with
trigger=migration-reference/0 and all-proposed=1 prevents proposed-
migration from seeing that this is a regression in the version of the
package in -proposed.

https://autopkgtest.ubuntu.com/results/autopkgtest-
mantic/mantic/s390x/libs/libsoup3/20230918_145018_90443@/log.gz

We should not allow requests to be submitted with this combination of
arguments. migration-reference/0 is always supposed to be a baseline
retest, combining it with all-proposed=1 is fundamentally broken and
wrong.

** Affects: auto-package-testing
     Importance: Undecided
         Status: New
