[Bug 2067406] [NEW] tests for unsupported Ubuntu release+arch configurations should not be attempted

 

Public bug reported:

Spun-off from LP: #2067068.

Tests for unsupported configurations (e.g. Xenial on arm64, which is not
covered by ESM) are still attempted, consume resources, and can produce
confusing results, like in the case described in #2067068.

autopkgtest-cloud should refuse to run such tests with a meaningful
error message.
