  all-proposed runs do not work with PPAs

Bug description:
  Specifying --apt-pocket=proposed together with --add-apt-
  source=ppa:ginggs/testing results in an error like:

  E: The repository
  'https://ppa.launchpadcontent.net/ginggs/testing/ubuntu plucky-
  proposed Release' does not have a Release file.

  Full error on the infra:

  https://autopkgtest.ubuntu.com/results/autopkgtest-plucky-ginggs-
  testing/plucky/amd64/u/urdfdom/20241210_152225_5ceec@/log.gz#S2

  Reproducer:

  autopkgtest --add-apt-source=ppa:ginggs/testing --apt-pocket=proposed
  --apt-upgrade ogre-next -- qemu autopkgtest-plucky-amd64.img
