[Bug 2107442] [NEW] powerpc/signal:signal_tm fails on FAIL_IF(tcheck_transactional()) check on Power9 PowerVM with Oracular

Public bug reported:

Failure observed on oracular linux 6.11.0-25.25 (s2025.03.17) and
6.11.0-26.26 (2025.04.14) on metal P9g-LPAR01kernel (Power9 PowerVM).

Log output:

    # selftests: powerpc/signal: signal_tm
    # test: signal_tm
    # tags: git_version:unknown
    # [FAIL] Test FAILED on line 72
    # failure: signal_tm
    not ok 1 selftests: powerpc/signal: signal_tm # exit=1

This is the first time we are running powerpc/signal:signal_tm on
P9g-LPAR01kernel, so it may not be a regression. This test case has
passed on other environments across multiple SRU cycles.
