Public bug reported:

ubuntu_qrt_apparmor fails with
ApparmorTestsuites.test_regression_mqueue_abia and
ApparmorTestsuites.test_regression_testsuite on plucky realtime on arm64
openstack. Passes on testflinger amd64/arm64 and openstack amd64. The
compilation step fails to find linux/blkdev.h. The linux-realtime-
headers package does have this file.

Error message:
 /usr/include/liburing/compat.h:11:10: fatal error: linux/blkdev.h: No such file or directory
