On first glance this seems like a problem with the liburing package in
that it relies on a Linux kernel header not available with the realtime
headers package.

Bug description:
  ubuntu_qrt_apparmor fails with
  ApparmorTestsuites.test_regression_mqueue_abia and
  ApparmorTestsuites.test_regression_testsuite on plucky realtime on
  arm64 openstack. Passes on testflinger amd64/arm64 and openstack
  amd64. The compilation step fails to find linux/blkdev.h. The linux-
  realtime-headers package does have this file.

  Error message:
   /usr/include/liburing/compat.h:11:10: fatal error: linux/blkdev.h: No such file or directory
