Bug description:
A recent MR [0] changed autopkgtest so that it does not install the
ubuntu-minimal meta package when creating images.
A side effect of this is removing many packages, including lxd-agent-
loader.
Not having the agent will make a test run wait indefinitvely on the
LXD agent becoming available when using LXD as backend with VMs.
