(I'm working on getting myself on the cf-charmers list, but figured I'd
reply off list in the mean time)

The rootfs is generated by the stacks tool here:
https://github.com/cloudfoundry/stacks
We're moving to the docker branch, but I believe both are in use at the
moment.

>From looking at blobs.yml in cf-release, the latest one looks to be
